Two rules surprise almost every homeowner. Requesting a locate through Ontario One Call before digging is mandatory, free and needs at least five business days. And you may not change the grading of your property: the City's own landscaping guide states it directly, along with the rule that water must follow approved drainage patterns and cannot be directed onto a neighbour.
Landscaping itself is not a licensed trade in Ontario. Anyone may call themselves a landscape designer. Only one title is protected: under the OALA Act, a full member of the Ontario Association of Landscape Architects may use the designation Landscape Architect and it is an offence for anyone else to do so. For a retaining wall over a metre you need a building permit and a professional engineer's design, and that is a credential you can verify.
Then there is the ground. Much of the city sits on Champlain Sea clay, which drains slowly and heaves with frost, and the Building Code puts foundation depths as much as 1.2 m below grade in clay soils. Every patio base, every wall and every drain on this site is priced with that in mind, and the salt thrown two to three metres from every driveway between December and March is why the plant list changes near hard surfaces.
